DESIGN PHASE
A plan, calculation or design demonstrating that the requirement will be met is valid evidence — provided the intent and approach are demonstrably elaborated.
EXECUTION PHASE
Evidence of progress and demonstrable execution required. A plan leads to an intermediate status — concrete results make the difference.
DELIVERY PHASE
Only hard evidence accepted: measurement results, inspection outcomes or test reports. A plan or statement of intent will always result in Fail or Partial.

The REF assigns each requirement a score from 1 to 5 with a corresponding verdict. Each score is linked to a clear definition and concrete explanation.
